Project: Expansion of the Location and Information Platform with the Central Database (PLICBD2).

Scope of work:
• Developing the expansion concept for PLICBD to enhance number portability functionalities (including the creation of new processes) and implementing them into the system,
• Adjusting the PLICBD system to meet the new shortened number portability deadlines—allowing number transfers within a single business day,
• Designing and implementing new functionalities to improve system performance, such as the exchange of communications between PLICBD and telecom operators, as well as the format for transmitted data,
• Designing and integrating two support systems into PLICBD: a fault system for operators to report and resolve issues and a system for external entities ("small operators") to manage and control required data via a web portal.

Additional information:
The PLI CBD2 system, through standardization of number portability processes and the creation of communication exchange mechanisms between all telecom operators within a single tool (the PLICBD system), has positively impacted the quality of telecom services, particularly number portability. This project has benefited both large and small telecom providers, ultimately leading to improved service for telecom consumers, allowing number portability within one business day. This has enhanced trust in public administration services.
The implementation of this project has contributed to increased usage of information and communication technologies (ICT) by public administration, improving Poland's standing among EU countries in terms of ICT usage. The project aligns with expectations for public administration and required the expansion and modification of both software and hardware layers, as well as technical infrastructure.
