Remote Communications System for the Customs Service
The project was carried out under a contract with Damovo for the Ministry of Finance.
Commissioned by Damovo Polska Sp. z o.o., T4B launched and implemented a user application—dedicated software developed by the Contractor—for the purposes of this order under the Customs Service Modernisation Programme. The communications system enables mobile field units to access Customs Service databases online, significantly shortening and improving the effectiveness of inspections.
Scope of work:
T4B supplied mobile communications devices for mobile groups and installed mobile terminals in vehicles belonging to mobile group units.
It developed and installed, on the laptops of the mobile groups, an access application to the IT systems currently used by the Customs Service at border crossings.
The system enables direct communications between mobile field units and the databases held by the Customs Service. The information in these databases—concerning, among other things, means of transport, drivers, and passengers—allows immediate verification of whether any irregularities have previously been detected by the Customs Service for the persons or vehicles under inspection. This will significantly shorten inspections and, where necessary, allow customs clearances to be carried out outside border crossings.
It will also enable precise geolocation of mobile patrols, automatic reporting of mobile group activities with a detailed list of control actions performed.
At the same time, the system allows for an end-of-shift report summarising the control activities carried out.
The delivered solutions enable future expansion with an automatic licence plate recognition system, including while driving.
A total of 170 vehicles of Customs Service mobile groups were equipped with mobile communications terminals; ultimately, across the country, the Customs Service will be equipped in a second stage with approximately 250 additional mobile communications terminals.
This activity is financed under the multi-year programme “Modernisation of the Customs Service 2009–2011.”
Project timeline: 16 December 2010 – 29 April 2011.
