Emergency number 112

The pan-European standard for requesting help has operated in Poland since 2005, enabling quick contact with rescuers even from a phone without a SIM card. The real breakthrough in the emergency system’s effectiveness came with the implementation of the Location and Information Platform with a Central Database (PLI-CBD) integrated with 112. T4B delivered the project as the leader of a consortium with Qumak S.A., commissioned by the Office of Electronic Communications (UKE).

How the technology works:

PLI-CBD + 112 = real-time rescue 

By integrating PLI-CBD with 112, emergency services—police, fire brigade, ambulance—automatically receive precise location data of the caller. For fixed lines, the installation address is determined; for mobile calls, device geolocation is provided.

The result? 

Significantly shorter time to reach people in need and a higher chance of saving lives and health.

Every year in Poland, over 22 million calls are made to 112. As many as 40% relate to road incidents—situations where every second counts. Thanks to modern technology, the time to answer is just 3–4 seconds, made possible by automatic announcements and instant call routing.

T4B delivered the project and, in subsequent years, carried out further upgrades.

Contract I 

T4B developed an expansion concept for PLI-CBD focused on:

  • reducing number portability processing to one business day,

  • introducing new functions, such as automatic message exchange and a new data format,

  • designing two support systems: one for fault reporting and one for small operators accessing the system via the internet.

Contract II 

In the second stage, T4B created a unified information-exchange system between operators, improving the efficiency of the telecommunications market. The system’s software-hardware layer and technical infrastructure were also modernized.

A revolution in the telecommunications market

PLI-CBD is not only a tool that supports emergency services. It is also the central database of ported numbers, which has significantly simplified and accelerated operator changes.

In 2024 alone:

  • over 1.5 million mobile numbers ported,

  • and over 250,000 fixed numbers.

Everyone benefits: major operators and smaller telecom companies can respond faster to market needs. Streamlined processes have also increased public trust in administration and improved Poland’s position in EU ICT rankings.
